What Is The ZEVIP Program?

This $680 million initiative provides funding to businesses, municipalities, non-profit organizations, and others to install EV charging and hydrogen refuelling stations.
By doing so, the ZEVIP program intends to create a robust network of charging stations nationwide, making it easier for Canadians to choose zero emission vehicles for their transportation needs. This initiative supports the government’s environmental goal of reducing carbon emissions while benefiting municipalities and corporate entities who are ready to invest in clean transportation.
Who Is Eligible For The ZEVIP Program?
Eligible projects include public EV charging stations along Transport Canada’s National Highway System, public chargers in smaller communities underserved by current EVSE, and private charging stations in businesses or multi-unit residential buildings. Every project needs to meet specific criteria (based on its prospective use) to be considered for ZEVIP funding. Additionally, all installation work must be done in compliance with local by-laws and safety regulations.
Individuals cannot apply for funding themselves, all applicants must be a valid legal entity incorporated in Canada or elsewhere. This means that business owners, including not-for-profits, and registered organizations/associations are eligible to apply for the program.
What Funding is Available Through The NRCAn ZEVIP Initiative?
The NRCan ZEVIP program offers different funding levels based on your proposed project. The two main factors affecting the funding received are the charger type (Level 2 vs DC fast charging) and the power output. ZEVIP will offer grants of up to 50% of project costs (to a maximum of $5 million) for eligible applicants. These funds can cover the cost of hardware itself, installation expenses, permits, environmental evaluations, relevant salaries and travel costs, and more.
A common misconception about the ZEVIP program is that funds received can only be used to cover hardware itself, when the reality is that these grants are comprehensive and can encompass a wide range of project expenses. Many communities, organizations, and businesses who may have otherwise thought themselves priced out of EV charger installation could actually be eligible for substantial financial support through ZEVIP grants.
Recent Changes To The NRCan ZEVIP Program
Canada’s ZEVIP was originally introduced in 2019, with an overarching goal of making electric vehicles more affordable and chargers easier to access. In 2022, the program was extended, offering an additional $400 million in funding through March 2027. The increase in funds aims to accelerate the development of charging infrastructure nationwide.
Additionally, new standards are in place in following last year’s audit of the ZEVIP program by the Commissioner of the Environment and Sustainable Development. The audit found that a lack of convenient and reliable charging options was a common hurdle to EV adoption by Canadian drivers. As a result, projects will now also be evaluated based on charger reliability and user experience in the upcoming ZEVIP application period.
One way to improve the reliability of EV chargers in such a project is to plan for scheduled maintenance on charging units, cables, and pedestals. For this reason, proposals can now include provisions for pre-paid expenses, proactively budgeting for ongoing maintenance and repairs that will keep the EV chargers up and running for the long term.
To further improve the charging experience of EV drivers, funding recipients are also now required to provide uptime reports for the first 6 months after installation. This ensures that the funded stations are actually adding to the EVSE network in Canada, making drivers more likely to switch to more sustainable transportation options.
How To Apply For Canada’s ZEVIP Funding
The ZEVIP program is a proposal-based system where a rigorous and competitive process determines which applicants receive funding. To apply, first ensure that you and your project meet all of the eligibility criteria.
After doing so, you can access the dedicated online application portal, where you can complete an application form and submit supporting documents as required. This portal provides a streamlined process to ensure all necessary information is captured effectively.
